Chas Anderson, Minnesota Department of Education

Chas Anderson, deputy education commissioner, is responsible for general oversight of state and federal education expenditures in excess of $13 billion as well as oversight for general operations of the agency. Anderson also regularly provides testimony to the state legislature and gives presentations to various groups on a variety of education finance issues, including alternative teacher compensation. Anderson recently led efforts focused on bringing systemic reforms to public education through an alternative teacher compensation program called Quality Compensation for Teachers, or Q Comp. These efforts have focused on implementing performance pay for teachers, reforming the long-standing “steps and lanes” teacher salary schedule, providing job-embedded professional development for teachers focused on raising student achievement, and providing career ladders for teachers to take on leadership roles and additional responsibilities. The Q Comp program passed the Legislature in 2005, and here is more than $100 million of state and local revenues available in fiscal year 2006–07 for school districts and charter schools to begin implementation.

Renee Moore, Mississippi Delta Community College
Photo of Renee Moore.Renee Moore, Mississippi Teacher of the Year in 2001, served as a classroom teacher for 17 years and spent eight of those years as Lead Teacher at Broad Street High School in Shelby, Mississippi. She recently accepted a full-time teaching position at Mississippi Delta Community College. Moore is a National Board Certified Teacher (adolescent/young adult English language arts) and received the Milken National Educator Award in 2001. She was a Carnegie Fellow and the first practicing classroom teacher to be appointed to the board of trustees of the Carnegie Foundation for the Advancement of Teaching. She is a member of the Mississippi Commission on Teacher and Administrator Licensure. She has published a number of articles about culturally engaged instruction.

Dan Goldhaber, Ph.D., University of Washington's Evans School of Public Affairs
Photo of Dan Goldhaber.Dan Goldhaber, Ph.D., is a research associate professor at the University of Washington’s Evans School of Public Affairs and an affiliated scholar of the Urban Institute’s Education Policy Center. Dr. Goldhaber’s research focuses on issues of educational productivity and reform at the K–12 level and the relationship between teacher labor markets and teacher quality. Topics of published work in these areas include studies of the effects of teacher qualifications and quality on student achievement, the impact of teacher pay structure and licensure on the teacher labor market, and the effects of accountability systems and market competition on K–12 schooling. His current research addresses teacher labor markets and the role that teacher pay structure plays in teacher recruitment and retention; the relationship between teacher licensure test performance and student achievement; the effects of the Opportunity Scholarship (“voucher”) Program in Florida, and the effects of National Board Certification.

Tricia Coulter, Ph.D., Education Commission of the States
Photo of Tricia Coulter. Tricia Coulter, Ph.D., is director of the Teaching Quality in Leadership Institute at the Education Commission of the States (ECS). She is responsible for coordinating research and policy work related to teaching and leadership quality within the Institute and in collaboration with the work of other ECS Institutes. Currently, the Institute is engaged in work on strengthening leadership through innovative efforts by districts and looking at differentiated compensation systems for teachers. Prior to joining ECS, Dr. Coulter worked as a senior policy analyst at the State Higher Education Executive Officers organization. There she had primary responsibility for all teacher quality research and policy work and initiatives.
